Speaker of the Shoals

In an alien, and unforgiving world there exists large oceans dominated by sentient algae clusters. Each wave crashes at their behest, with a body embracing the planet. When the time comes, however rare it may be, where the clusters need to speak with the land dwellers they create a Speaker. It is their duty to bring the will of the waters to the land-bound. A sight beyond their own, the Speaker has a constant psychic link with the clusters, leaving nothing to chance.
